  • Dave Russell, MBA, FACHE
    Chief Operating Officer

    Dave comes to us from seven years at Community Health Systems where he directed physician practice operations, financials and physician recruiting in Florida for more than 220 clinicians and 650 associates in 63 outpatient facilities. Prior to that, Dave was COO for four years at Deuk Spine and Viera Heart & Vascular and as Executive Director of their 501(c)(3) foundation promoting clinical research and education.

    He also has experience in the tech sector where he worked with ACI Worldwide for a dozen years serving as president and COO and at First Data Corp where he was in business development, call center operations and strategic planning.

    Dave earned his BS and MBA at Virginia Tech and is a board certified Fellow with the American College of Healthcare Executives.

    He and his artist wife enjoy the loyal companionship of their Golden Retriever and feral Siamese cat, dinner with friends and the beautiful Florida sunsets. Dave says he has given up his penchant for custom bikes and now plays a little golf and is writing his second novel.


  • Dorota Smsony, DON/RN
    Administrator, Endo-Surgical Center of Florida

    With more than two decades of experience, Dorota possesses an uncanny ability to find a balance between clinical and administrative success. After obtaining her MBA from Warsaw University, Dorota pursued her further education and graduated with Magna Cum Laude with Master's Degree in Nursing, through Cleveland State University. Since then, she has become a Certified Nurse Executive through ANCC and she obtained Six Sigma Green Belt.

    Aside from academic and professional credentials, Dorota's biggest strength lies in creating the type of environment that promotes trust, integrity, and accountability. She loves spending quality time with her two daughters, skating, swimming, and going to the park.

  • Millissa Angle, MBA, CPC, CBS, CMOM
    Practice Administrator

    Millissa brings 22 years of practice management experience, a focus on revenue cycle management, multi-location expertise, a compliance background, and she is a Certified Professional Coder (CPC), Certified Billing Specialist (CBS), and Certified Medical Office Manager (CMOM).  She earned her MBA at UCF and has substantial knowledge of the greater Orlando area. 

    Millissa enjoys spending time her husband of 33 years and with family – children and grandkids – who love boating and traveling with them.  Their favorite theme park is Universal Studios, and she also enjoys riding her motorcycle with her husband.

  • Margaret ‘Peggy’ Hughes
    Allied Services - Senior Administrator

    Margaret ‘Peggy’ Hughes joined the Digestive and Liver Center in 2009 and she has been an integral part of our continued growth and success of this organization. With over two decades of administrative experience, she is among the longest-tenured employees. 

    Her institutional experience with the practice makes her the ideal choice as 'ambassador' to our increasing number of locations where she coordinates facilities management and prepares the locations for continued growth.  Peggy's expertise in a number of practice management fields adds value to our mission of compassionate and sophisticated medical care of our patients.

    In her spare time, Peggy enjoys spending time with her family, friends, and her two dogs Chloe and Lilly. Her hobbies include gardening, listening to music, and reading all types of books.  


  • Jorge L. Martinez, BAA, MHSA
    Director of Operations

    Jorge Martinez is the Director of Operations for DLCFL. He joined Digestive and Liver of Central Florida in 2020. He obtained his Bachelor's Degree from Catholic University of Puerto Rico and Masters Degree of Health Care Administration Services from Webster University.

    Jorge Martinez is a Puerto Rican native and moved to Orlando in 2000.

    Prior to working for Digestive and Liver Center of Florida, Jorge has over 14 years experience in Health Care Administration.

    In his free time he is a Travel Baseball coach and enjoys run Jet Ski at the beach.

  • Larry Wagner
    Business Office Manager

    Larry has eighteen years of experiences in healthcare revenue cycle and contracting accompanied by an MBA through Belhaven and an BSBA Finance through UCF.

    Larry manages the enrollment of clinicians into payer plans and credentialing of physicians and APPs with the hospitals in greater Orlando. 

  • Olga Fernandez
    Scheduling Supervisor

    Olga Fernandez has been managing communications and front line scheduling for Digestive and Liver Center of Florida since August 2018. Born in Rio Piedras, PR and raised in Lawrence, MA, then moved to Orlando, FL in 2003.

    Olga has experience in leadership, call management, team building, professional development, strategic implementation, and company collaboration. Prior to joining the practice, she managed projects with high ROI for pharmaceutical company. Trained and certified in leadership and six sigma.

    In her free time she enjoys spending time with family and meeting new people.
